Why won't it Lee join or accept faction

There is a possibility that the faction you're trying to join is at 39/40 and they sent you an invite to the faction. If that's the case, tell them to take away the invitation that's pending since it's taking up a space in the faction member list and you apply and have them accept your application to join the faction.
